A. Japan's government is a democratic parliamentary government, with a constitutional monarchy as the head of state. Japan's Imperial role is essentially only as a figurehead now, and the Emperor has no defined governmental power. He remains the ceremonial head of state, and presides over ceremonies and represents his nation internationally at public functions that do not require a political presence. The head of government, the Prime Minister, holds real power. The minimum voting age in Japan is 20 years old. Women only recently gained the right to vote in the year 1945. Women still do not have any power in government. Women have the right to vote, but are not necessarily free. B. Japan feels that women, even in modern times, have been given the right to vote, and are no longer used as ‘comfort women’ as they were in WWII. Comfort women were basically sex slaves. Japan has realized that there are women in other countries in the world that do not have rights. Japan also realizes that women have no voice in our own government. Japan also has a resolution. C. Japan’s resolution is to pass acts that allow women to gradually gain more control a voice in our government. We realize that this will not be easy to change the minds and opinions of the men that are currently in control of our government. We plan to implement a quota system, and this will be accomplished by increasing the quota every four
