Woodrow Wilson is his 1887 essay The Study of Administration suggested a politics/public administration dichotomy. Here Wilson states “The field of administration is a field of business. It is removed from the hurry and strife of politics” (Wilson, 1887, p. 209). He believed that administration should exist outside the political spectrum. Similarly, military operations should be removed from the strife of intelligence gathering not pertaining to mission specific information.
