In today’s society, the focus is largely on the offender for multiple reasons to keep the identity of the victim hidden or for far less significant reasons such as to add impact to a headline, for example star football player is accused of sexual assault. They emphasis the star part but not the victims suffering. Hammurabi’s code had a good idea “an eye for an eye” in my opinion in today’s justice system, justice isn’t well balanced. The victim is more than likely to get the short end of the stick. In other words, at the end of the day the justice systems goal is to imprison or punish a criminal but the level of punishment sometimes doesn’t match the severity of the crime. Restitution to victims is rare, the most a victim can expect is a conviction, if any.
In short like the book said it may have been the first “victims’ right” statute but it was short lived due to society’s rush to punish the offender instead of focusing on the victim (pg.4)

Based on so many cultures and customs it was hard to accept and view certain things as crime worthy. For example, a married woman being raped by their husbands to be acknowledged as a crime by society when for centuries it wasn’t seen as crime, rather a duty. The development of civil rights laws allowed for these rapes, harassments and other injustices to eventually stopped being ignored, and stopped leaving these women and victims defenseless without support.
