A. Essential Functions:
Function #1 Administration and Supervision (30%)
• Plan, organize, coordinate, and direct scientific staff in the performance of their duties concerning CalCannabis; review, assign, prioritize, and delegate assignments to ensure work performed are done in accordance to program procedures, policies, and standards; interview, hire, and separate staff according to State personnel laws, rules, and regulations.
• Establish and evaluate measures to effectively monitor processes and procedures; identify problem areas, develop strategies to resolve solutions; implement solutions and/or recommend improvements to management to ensure program success and compliance with State and Federal laws and regulations.
• Evaluate and counsel staff regarding their performance; provide ongoing feedback to staff; prepare probationary reports and Individual Development Plans; consult with management and Human Resources Branch when requesting appropriate commendatory or disciplinary action.
• Certify that staff has the necessary tools, equipment, and training to perform their essential functions of their position and deadlines are met for reports and special projects; develop training and work plans for staff; review and approve/deny leave requests, travel expense claims, out-of-state trip requests, etc; ensure adequate operational …show more content…
• Provide technical training for scientific review of required cannabis cultivators operational plans and California Environmental Quality Act compliance documents.
• Review and approve technical reviews and reports containing results and recommendations on licensing decisions to determine if applications and supplemental documents meet requirements for completeness and compliance.
• Provide recommendations to management on licensing denials to ensure appropriate procedures, and Federal and State laws, rules, and regulations are followed.
• Supervise and oversee the development and implementation of scientific methods and principles in the identification, research, and solution of problems related to the potential environmental impact of cannabis cultivation.
• Analyze and evaluate submitted research, statistical data, and studies for assessment of cannabis cultivation environmental impacts.
