The Coast Guard has a ridged performance review structure for both officer and enlisted. As an officer I was initially reviewed twice a year until I made O3, and now I am reviewed once a year. I am required to pull together examples of work that has exceeded expectations in the last marking period. At past units I have written my own review and provided it to my supervisory for signature authority. The reasoning behind this process was due to me not supervising personnel and having practice how to write a well crafted performance review.
The best performance review technique was conducted last month when my new boss conducted a mid-period review. The Coast Guard manual says this should be done especially if you have a member who is not performing
manifesting the competency or elements. More detailed frameworks may include hierarchies of competencies or elements based on levels of leadership or other distinctions.
