Pro: The town would get money for them building on the land and they are a very populated community so more houses couldn’t hurt
Con: You couldn’t use it for recreational uses like a dog park

People who were used to the quiet of the land without the dog park on it

Positive: There will be an outdoor recreational facility that anyone could use for a cheap price and people with dogs could use it too.
Negative: People in the community will complain about the noise levels from the dogs barking and children playing.

9. How could the town government counteract the negative externalities?
They could have an officer or someone watch over the park every day and warn people when they are being too loud are causing too much commotion. If they have to warn the same people more than once, the officer can fine them for being disruptive.
