The earliest known fire department was formed in Ancient Rome by Egnatius Rufus. Fires were being fought using bucket chains. As the years progressed, so has technology. We’ve moved from horse and buggies, to fancy, red-painted fire trucks with all the up-to-date bells and whistles. Although uniforms, vehicles, and technology has changed, the line of authority has not. With that being said, we must understand that as time changes, so does technology, as well as the thought process of our culture.
With changes continuously being made within our cultures, the fire officer, must change with the culture, but remain steadfast regarding the rules and regulations of the department, and his/her responsibilities to the organization. The fire officer

He/She must be able to supervise and show proven management and communication skills. They are the first ones on site of an emergency, so they will be able to give instructions and directives, as well as, able to answer questions. The fire officer must be able to make sound judgments and quick decisions. He/She has to be fair and during an emergency response, and he/she has to be able to do what’s best for the community and the department.
The fire officer should always know what’s going on within and outside of the organization. When you have problems within the organization, the first point of contact would be to the fire officer. At that time the fire officer will decide if he/she has the authority to solve the problem or if he/she has to go to his/her superior. The fire officer deals with internal issues, external issues, low profile, and high profile incidents. Internal issues would firefighters questioning policies and procedures. Sometimes firefighters need a better understanding of what they should and should not do. He/She should be able to sit down with the firefighter and discuss the policies and procedures as well as his job description that intertwines

The perception of the community of what they see and the reality of what is really true, is up for grabs. Now with technology continuing to be at the forefront, at times, the people that lives within the community will have pictures as well as video of an incident way before the media can record or broadcast it. And a lot of times they have better footage than reporters and television stations. When it comes to getting information out to the public and to private citizens, we know that social media is at the top of the list. It has become more frequent than not, that a lot of video footage and pictures that comes from the media, comes from the community. Although some are just recording because of the incident itself, but you also have those that is really looking for the negative from the professionals. So the fire officer must make sure that his/her crew remain professional at all times and doing the job they were assigned to do, trained to do and to do it to the best of their
