As society changes the role of the horse changes, leading people to question where the horse fits into the eventual fate of our general public? In the past year, many states have enforced the registration of animals (mainly dogs) in cities and rural areas, with a nominal fee. If the individuals fail to do this within a certain amount of time, the possibility of fines and removal of animals occurs. These same set of rules will most likely go into effect if the legal definition of a horse is said to be a companion animal.
Some horse owners believe that classifying horses as companion animals rather than livestock would guarantee that no horse would go to slaughter. On the other hand, the advantages of keeping horses as livestock as opposed to companion animals may be more noteworthy than the impediments. Some of the adverse effects of losing livestock status are the loss of tax and funding benefits at all levels, farming and humane treatment laws, livestock anti-cruelty laws, and limited liability laws may not
