I would determine the order I put the people in the book She Persisted for who most deserves to be in this book to least deserving, by how much that person impacted the world. For number one, I would choose Harriet Tubman because she escaped from slavery, then went back and helped other slaves escape, which impacted the world a lot. For number two, I chose Helen Keller, because she not only proved to the world that people with disabilities could do a lot of things, but she stood up for others with disabilities. I chose Margaret Chase Smith for number three because she helped stand up for giving women more rights, specifically including the military and space exploration.
