In the beginning parents were the blame for their child’s delinquencies and their lack of supervision of the child. A solution to this problem is instead of blaming the parents is to finding a way that the parents can be involved into the system. A way to do that is make ways to where parents can have opportunities to volunteer. Parents can do this by helping the school system or even leading a support groups (Walker, 2015). There are reasons juveniles should not be kept in confinement even though confinement helps with public safety. Juveniles are usually sent because of violations of probation and low level property offences (Cousins, 2014). Secure confinement only makes juvenile's behavior worse and increases the recidivism rates. Recidivism rate is the rate in which after the delinquent is released that they continue in doing criminal activities. The cost of confinement is also greater than programs and is less effective.
