Most of the policing principles were made and inherited from England.
Policing was actually a form of protection.
Policing was later used to maintain payments of debts and maintain order.
The British colonists used “Justice of Peace” to help regulate order.
Since the settlers came from England most of the original laws and regulations were just adopted from Great Britain.
The settlers used policing as a way to not only protect themselves from the Indians but to obtain order.
Justice of Peace was to maintain order to debtors and the use of stocks.
Night Watch was created in 1936 by Boston.
Was only useful in small rural areas.
When the rural areas grew to cities, Philadelphia decided to set up patrol groups for each of the ten new areas.

Increasing numbers of people meant a need for a police department.
Philadelphia created an all day and night police department in 1833.
New York in 1844, used a split police force, one for night and one for day.
This helped make sure that laws were being regulated 24/7.
The leaders of these departments were the chief of police who were selected by political bosses.
In order to maintain that laws were followed all the time the creation of an all day police force was instated. This idea was later enhanced by created a two shift police force. We still use this method today.
The west used a Sheriff system
Sheriffs in the west were appointed differently than chiefs
They didn’t have a political boss, in fact they were the leader of towns.
He would be selected by the town, or because of his reputable name.

In the west they weren’t as caring to who they elected to be sheriff as long as they knew he could keep them safe. They would even elect people who didn’t have the best taste in justice.
Today agencies use a different approach of electing who is in charge.
