Governments sometime hide the full truth of their statements behind euphemisms and other careful word choices. When a government knows that there is an issue that will create a great deal of tension or that is sensitive they try to soften the blow by being careful with their word choices; often to mislead the public. They use euphemisms such as depopulate, compassion zone and budget reinforcement.
Governments have spoken about depopulating areas, in regards to animals. Many people thought that it meant moving the animals to a new home that they could thrive in. The American veterinary medical association states that,
Mass depopulation refers to methods by which large numbers of animals must be destroyed quickly and efficiently with as much consideration given to the welfare of the animals as practicable, but where the circumstances and tasks facing those doing the depopulation are understood to be extenuating.
The government actually meant that they were going to kill the animals in this area to get what they wanted done. The reason the government used a euphemism to mislead the public is because they knew if they told people exactly what they were up to they would meet more of a resistance. This resistance could possibly change their plans and they don’t want this to happen so they manipulate the masses with phrases they can’t easily grasp. Depopulating an a community of animals would have definitely created an uprising in the animal rights community. They would make the government out to be the most inhumane organization the world has ever encountered.
In Kansas City there was a plan to label an area chosen by the Kansas City parks board as the compassion zone. In this area the homeless and unfortunate are allowed to take showers and use technology during the daylight hours. They are herded together like cattle and allowed to use the privileges of those who are more fortunate during the day time. Martin states that, “The Kansas City parks board agreed to put the day center in Margaret Kemp Park, a popular squatting ground for drug users and prostitutes. Essentially a jungle gym overlooking a freeway, the park awaited a greater purpose”. The government had no sense of compassion for homeless people in this idea. It was the fact that they could not stand looking at homeless people roaming the streets during daylight hours. They were not seen as people, they analogous to the dirt on the street in the minds of the government and their elite peers. If they had told the public that this was their clean the streets initiative, starting with the homeless, there would be a strong opposition to this. This is because most people aren’t of the elite ranks and though they may not be homeless, it would give way to the thoughts of what their government thinks of them. First the homeless people then the poor with homes and the middle class. That may be a little extreme but it is a thought that can be easily developed in the hearts of the masses. For
