The concept of probation was first introduced as a method of helping children avoid imprisonment in the early nineteenth century and even though the process has transformed quite a bit since then, public distaste for incarcerating children has not changed. For reasons explained below the probation officer unofficially acts as both social worker and police officer.
Our textbook explains that the path to delinquency, more often than not, begins in childhood.
