Proposition 64 was proposed to legalize marijuana for recreational use in the state of California for adults 21 years of age and older. According to the California Secretary of State, "Initiative Text (#15-0103), the goal is to construct a comprehensive system to legalize, control and regulate the cultivation, processing, manufacture, distribution, testing, and sale of nonmedical marijuana, including marijuana products. This initiative seeks to construct the necessary rules and entities to regulate marijuana the same way alcohol and tobacco are. There are various obstacles that need to be overcome and many steps that need to be met in order to construct a legitimate market required for the sale of marijuana on a grand scale. Marijuana is still considered illegal according to federal law, this bill is California attempting to convince the federal government the legitimacy of marijuana through the passing of this legislation.
