Police fines, they keep increasing over the years. It might not matter to someone who doesn't drive, but it doses matter to drivers. Every driver not a particular group of drives. You might think not everybody speed or not wairing the seatbelt etc., etc.

The idea of these laws is to make people drive better. Therefore, they are a good decision, well at least at the beginning. People will be scared until the find a soluition. But then it's a wrong decision anyone who finds a way to pass the system like memorize places of cameras fake plates AKA Batmans plate, and other solution will be just crazy on the road.
