The Gun Control Act (GCA) of 1968 was passed after the assassination of John F. Kennedy. The GCA continues to be the primary vehicle for Federal Regulation of firearms. Its stated goals are to “keep firearms out of the hands of those not legally entitled to possess them because of age, criminal background, or incompetency, and to assist law enforcement authorities in the states.” The GCA created the first comprehensive Federal framework to investigate and prosecute firearms crimes.
