One priority of prisons is deterring criminal action through incarceration and rehabilitation of its criminals. Recidivism is a term used by law enforcement agencies that describe the urge to relapse toward criminal behavior. It includes a person being re-incarcerated or re-offending. The outcome of deterrence and rehabilitation is hoping that they will not return to crime. Research findings are that recidivism is stable (Bohm & Haley, 2011).
