On March 22, 1765, a levy known as the Stamp Act was imposed on printed materials, including paper. To demonstrate that it had been paid off, they would stamp the paper. The purpose of the Stamp Act was to pay off the debt incurred during the seven-year war. They were deeply in debt and needed to find a way to raise the money so they could be ready for future wars, so if they hadn't passed the Stamp Act, they wouldn't have been able to maintain the town.
