The Nye Committee was put together in secret by Wilson. He used this staff to conduct research on other countries such as economic standpoints, social issues, and political issues that may be deemed useful later on. The committee performed 93 hearings and spoke with 200 or more witnesses on the topics of war profit, the munitions industry, leading up events to the U.S. entering WWI, and bidding on government contracts. The Kellogg-Briand Pact, also known as General Treaty for Renunciation of War as an Instrument of National Policy, was termed for agreement internationally in 1928 to resolve "disputes or conflicts of whatever nature or of origin they may be, which may arise among them.” It had a total of 62 countries signatures. The Neutrality Acts were passed in congress in the 1930s. They overall created issues for the United States during WWII, and is seen as negative. The Acts were unclear, and treated sides as equal "belligerents" instead of settling the conflict civilly and morally. The Acts also stopped the U.S. from being able to be involved in aiding Britain and France against Nazi Germany.
