Training Needs Assessment
Battalion, 135th Attack Reconnaissance
The need to properly train 1st Battalion, 135th Attack Reconnaissance soldiers is imperative since they currently support both the president of the United States and the governor of the Missouri. The purpose of this assessment is to show this unique aspect is called dual mission, and as a result, the 1_135th Attack Reconnaissance Battalion (ARB) answers to both President Barack Obama and Governor Jay Nixon. Their federal mission is to provide federal support when called upon by the president - this could be for overseas contingency operations or federal emergencies like Hurricane Katrina as well as maintain properly trained and equipped units for prompt mobilization for war, national emergency, or as otherwise directed by the president. 1-135th ARB members must always be ready for any mission from the president, including peacekeeping missions and overseas contingency operations. Their state mission is to support the governor of the Missouri in times of state crisis. This also includes providing trained and disciplined forces for domestic emergencies or as otherwise required by state law under the authority of the governor. 1-135th ARB members continue serving around the world and around our country. As but as seen during recent emergencies like the June 2008 flood and the January 2009 ice storms, that stateside mission is still a major part of what we do. In the past five years, the 1-135th ARB has responded to a wide range of state and national emergencies including flooding on the Mississippi, tornadoes and hurricanes in the Gulf Coast. This office will examine the organizational analysis to determine who will conduct the training within 1-135th ARB. The task analysis will provide information as to what needs to be developed and what will be included in the training. The person analysis will let this office know who to start the training program with. Once the training program is developed, this office will notify who starts the training first. After the initial training has been completed, the next group will be notified.
Organizational Analysis 1-135th ARB would like to revamp their strategic plan. The plan would be streamlined from five strategic goals to three: achieving a culture of readiness, empowering the organization, and to optimize responsible resource management. "As an organization, we are looking for a quantity of quality in our Soldiers," said Lt. Col. Ryon Richmond, the joint education, exercise and training officer. The three strategic goals help guide the 1-135th ARB’s leadership in training and retaining its members. When the goals are looked at collectively, they summarize how the Battalion aims to be the best military force it can be. This means is what they will really be driving at is the continuation to build on the fundamentals and maintain the standards established by the Department of the Army. They will need to provide their leaders and Soldiers with the necessary training and equipment to meet those standards. In achieving a culture of readiness, the 1-135th ARB looks at individual member, unit, and Family readiness. Individual Soldier and Family readiness is the fundamental building block of ready military units. Empowering the organization means providing the methods, capabilities, and environment that will enable leaders and members to accomplish their mission. Optimizing responsible resource management ensures that resources are used in the appropriate manner. According to the strategic plan, quality Soldiers are those who meet the minimum qualifications of membership at all times and who are continuously progressing from qualified to proficient at each rank-level.
