Romans were the first to manage drinking water as a prized commodity. Aqueducts were built for social reasons such as bathhouses instead of for hygienic purposes. Clean water was supposed to be used for public services, but it is believed that 40% of the water was sent to private buildings. When the emperor realized this, he created a new law where taxes were to be paid if you used private water, meaning they would have cleaner water with a low risk of it being contaminated. There are two types of water privatization the first one being full privatization where the government solely sells water to private companies which can increase the income of the government. In the other hand, there are Public Private Partnerships (PPP) which are most commonly used since it brings greater efficiency and sustainability to the provision of water.
This issue concerns Panama in a major scale because the water that has been provided to each citizen has been shown to be efficient. Since the company IDAAN was shown to be privatized the number of its citizens due to contamination of water on hygienic purposes decreased by 70% proving to be extremely powerful.
