This was announced and said during the time of WWI following after ousted Tsar Nicholas II formally signed his Decree of Abdication , one of the main reasons regarding Russia deciding to announce changes to their government. From these announcements about change within, as well as WWI from without, Russia were going through many disturbances and outbreaks such as public disruption, riots, political problems, famine and even military problems. In the last 2nd primary source is visual photographic evidence about how people felt during this time of change into Provisional Government and WWI, which ties into the 1st piece of evidence with how because of WWI and the results leading up to it as what had happened, along with Tsar Nicholas II being ousted and formally signing his Decree of Abdication, that all of this change and effect on Russia from WWI had even happened in the first place and how the people reacted and felt about all of this having happened to them.
Lastly, another strong piece of evidence which shows how Russia had been heavily impacted by WWI can be seen in the photograph of a street demonstration in Petrograd after the troops of the Provisional Government had opened
