On July 11, 2017 at approximately 15:00am I, Investigator James Poffel was contacted by Officer John Dirion in reference to a child abuse report that he was dispatched to. Officer Dirion was called to the Oklahoma Department of Human Services Office to make contact with Linda Mobbs, a Child Protective Services DHS Supervisor.
Mobbs informed Officer Dirion that DHS received a referral from the hotline in reference to a child abuse of a 7-month-old baby girl, Blaire Binns, who was possibly physically abused. Blaire was currently at St Francis Hospital in Tulsa, OK and was presented with injuries consistent with Shaken Baby Syndrome. Blaire had bilateral retinal hemorrhages with a high suspicion of non-accidental trauma and even possibly a skull fracture.

They were living in Wagoner County together before Cody became violent with Malorie, causing Malorie to take the kids, Blaire and her other son Jett, and her belongings and move back to Muskogee – 3010 S Cherokee St.
Malorie Burrough’s Statement: Malorie spoke with DHS and Tulsa PD on July 11, 2017. Malorie stated that around May 18th, her baby’s father, Cody Binns, had become violent with her and her daughter. She said she packed their things and moved back to Muskogee. They came to an agreement that Cody would be able to pick up both of their kids, Jett and Blaire from daycare each weekend for agreed upon visitation. Malorie stated after approximately 3-weeks she had begun noticing a change in Blaire’s behavior when she would get her back from Cody. Blaire would had become, increasingly more fussy, wouldn’t eat or sleep. It became so apparent that the daycare providers at Pumpkin Patch Daycare said something to Malorie about it. Malorie then took Blaire to Express Urgent Care in Muskogee to be checked out. Once there they looked her over and prescribed some medication to help
