On 08/25/2017 at 0723 hours, FTO Wheeler #4361 and I responded to 17th St. and Capp St. regarding a male hitting a female with a cane. Dispatch described the suspect as a black male adult, mid 40s approximately 6’9 wearing a black sweater. The victim was described as a white female adult 35 yrs, wearing white pants. Officer Wheeler and I were in full police uniform and driving a marked police vehicle when we responded. Officer Wheeler activated his (BWC1) body worn camera which was later uploaded to evidence.com.

The Victim requested confidentiality, and will be referred to as “the victim” in this report.

Upon arrival, I made contact with and individual match dispatches description. (RV1) the victim who was standing on the west sidewalk of Capp St. Between 17th St. and 18th St. was initially hesitant to answer my questions and her body language suggested that she was scared. The victim kept looking across the street and mumbling under her breath. Officer Wheeler noticed that an individual with a cane matching the suspect description was …show more content…
She said that she had been living with Mitchell all throughout the 8 months. The victim does not have any children in common with Mitchell. There has been no sexual abuse during their relationship. The victim said that there was one reported incident of domestic violence with Mitchell. The victim said no report was made. The victim said there was numerous non-document/reported incidents of domestic violence. During those incidents Mitchell would push her. Drugs and/or alcohol have not been a factor in their prior domestic violence incidents. No weapons have been used during the incidents of domestic violence.

I gave the victim a follow-up form with case number, victim of violent crime car, Marsy’s card, and DV referral card explaining each. I offered the victim shelter and the victim declined shelter.
