Congress that worked with Individuals with Disabilities Education Improvement Act (IDEA) in 2004 made extraordinary progress for children who have delays or disabilities. They could increase a child's future who had difficulties with delays or a disability and see early signs of delayed brain development, lower costs for schools and society, set children up for success to live in a world independently and improve local offices to "recognize, assess and address the issues of all children". The first ways is once the issue/delay is distinguished there are IEP's (Individual Education Program) set up to best help the child to prosper among peers in the childcare setting, the second ways allows the educator to know how to best execute service/objectives on an IEP to work in conjunction with the parents as well as with the center so the child accomplishes the goals set forth. The third way is a home-based visit (the environment they are used to) would educate the parents how to better care for the child by the requirements and their needs either mental, physical, fine motor, speech and so on should be met.
