Program evaluation according to Laura A. Dean is defined as the purpose to take systematic look at all elements of a program or service to determine whether it is achieving its mission and accomplishing its goals. Although the charge to conduct program review may be connected to an expectation for accountability, the primary goal is to make evidence-based decisions about continued program planning and development and to identify areas for improvement. Program review process starts with clearly identifying the purpose and the score of the program review; the process should be fair and systematic, but knowing the purpose and understanding the final audience and use of the report is crucial in shaping the process. Third, training is necessary to build a common ground; it is important to provide the opportunity for the team to come to agreement on what constitutes an acceptable level of achievement. The program review process is using the CAS SAGs, the group needs to spend time becoming familiar with the rating scale and how they will apply it. Fourth, assembling documentation by gathering quantitative and qualitative data in addition to information such as annual reports, organizational charts, and staff resumes that contain essential information. Assembling documentation in anticipation of a program review facilitates the work of the review team and accelerates the process. My group will be evaluating the effectiveness of different forms of campus ministry including Chapel Program, Campus Pastor and Discipleship/Mentorship on student leadership. Three existing data that my group will use in our program evaluation are student interviews, brochures and websites describing services available, and evaluations of individual programs. These existing data will help us to take into account how students have responded to the effectiveness of campus ministry in the past and to assemble appropriate documentation for a program review process. There are websites describing services available for each of the program on Azusa Pacific University website (Chapel Program, Campus Pastor, and Discipleship/Mentorship), student interviews have been collected from Discipleship/Mentorship in previous years to assess growth in student leadership, and evaluations of individual programs will be provided by the statistics of the growth in the number of students participating in the program from different
