As technology continues to improve the Healthcare Industries government are developing new programs and laws to govern these changes. One of those programs is “Meaningful use”. It is documentation of demographic and health data into an electronic health record (EHR) with the purpose of improving safety and quality of care, while reducing health disparities with Meaningful information.
The Centers for Medicare and Medicaid Services (CMS) provided the set of standards that govern the use of the electronic health record as "Meaningful Use" data. It was given nationwide by the federal government. The option weighed differently for Medicare and Medicaid Participate. Healthcare providers must demonstrate Meaningful Use for one years to received incentives from Medicare, moreover, Medicaid adopt, Implement and Upgrade option for 1st year participation. Medicare eligible professionals who do not successfully demonstrate Meaningful Use will have a payment adjustment to their Medicare reimbursement. Futhermore, the payment reduction starts at 1% and increases 1% each year that a Medicare eligible professional does not demonstrate Meaningful Use, to a maximum of 5%. On the other hands, there are no penalties for EPs who choose the Medicaid method, which means that there is no payment adjustment imposed if an eligible provider that qualifies for Medicaid and subsequently chooses NOT to adopt, implement, or upgrade to certified EHR. however, an eligible professional that adopts, implements or upgrades to certified EHR in the first year, the EP will not have to demonstrate Meaningful Use to receive the first year's payment. The Electronic Health Record system provides all the functionalities: patient history and demographics, patient problem list, physician clinical notes, comprehensive list of patient's medications and allergies, computerized orders for prescriptions, and ability to view laboratory and imaging results electronically. Providers can exchange health information by a click of a button. Information can be shared instantly across care communities, including physician offices, hospitals and health systems, leading to better care coordination. EHRs system reduces the percentage of Medical Error drastically. however, adopt to the Meaningful use program can be overwhelming for some healthcare facilities and providers. financial issues, changes in workflow, temporary loss of productivity associated with EHR adoption, privacy and security concerns are several unintended consequences that Providers face when adopting EHRs Systems. Financial issues include loss of revenue associated with temporary loss of productivity and declines in revenue, present a disincentive for hospitals and physicians to adopt and implement an EHRs system. Another potential drawback of EHRs is the risk of violating HIPAA Law, which is an increasing concern for patients due to the increasing amount of health information exchanged
