The Preamble of our U.S. Constitution functions as the mission statement of our country by listing the five purposes, or goals, of our constitution. Accomplishing these five goals would make for an efficient, well-functioning constitution, but there is also a need for a federal budget to successfully achieve these purposes. It is the U.S. government’s responsibilities to effectively distribute the funds to the three main budget clusters, but many wonder how effective this distribution is? In each of the three budget clusters, the U.S. government should make adjustments in the way it distributes its money to the Big Five, the Middle Five, and the Little Guys. This 10% of the federal budget is distributed between homeland security, veterans’ benefits and services, justice, education, and transportation. Education received only $68 billion out of the $3.2 trillion federal budget in 2012. Education provided for the, “college aid and loans, special education programs, free lunch to students in need, anti-discrimination efforts, research, and special programs” (Document D). This category has allowed for the investment in our future and the greater ability for people to afford to go to school. The money for funding education could be allocated from the veterans' benefits and services budget, which set out to provide, "mostly disability benefits and medical services" (Document D).This category could be covered by another health category, such as Medicare or Medicaid, or simply reduced to provide more for other categories. Allocating portions of the federal budget to smaller categories would make for a more well-rounded nation, but in the words of Allen Schick, "As big as the budget is, there is never enough money to satisfy all demands" (Document
