Morally Obligated means “a duty which one owns, and which he ought to perform.” So if you are at some party or just walking and you see a person drowning what do you do? Do you help them or just watch? Well you probably help them, but what if there was a 50% chance you would die saving them, do you still save them? Now you're debating if to help them or not. And thats like saying someone should be punished for not taking the risk of hurting them self. Only the bystander can determine if the can or want to help a drowning person not the law determines that. And saving the person is the right thing but losing one is better than
