In Los Angeles county it is common to see homeless people on the streets. Most of the time homeless people are not guaranteed access on a shelter due to possession of a wheelchair, mental illness, service animal, or even part of the LGBTQ community. In 2013, there was a 23.8% increase in the overall number of attacks from the previous year. NCH learned of 109 attacks in 2013, 18 of which resulted in the death of the homeless victim (NCH).
