Question 1

a) Although in a perfect environment there would be no risk to any persons or property and to remove any risk would mean stopping the processes that give rise to risk. However that is not the case so there will always risk involved in everything that we carry out. I have widely based this answer on the nuclear power industry where the risks involved are both acceptable and less acceptable.
