In the infancy stages of the school culture install counselors and Dean used an evaluation tool to determine student maturity level, social interactions, and self-awareness. At the conclusion of first year of program implementation, another social-emotional (summative) evaluation will take place to determine students social-emotional growth and development.
The success of a school culture is also measured by student data. The essential student data consist of the number of student suspensions, student attendance, disciplinary referrals, and incident reports.
Within a year's time, if the gross number of student disciplinary actions have decreased and student attendance has increased the restorative justice program has been a success on a whole-school

The behavioral theory is used to emphasizes maintaining desirable behaviors and eliminating undesirable behaviors by manipulating conditions in the environment (Morrison, 2013). In the restorative justice program, students will receive points which can be used at the school store or redeemed to earn entrance into exclusive school activities. Rewarding students for good behavior is called positive behavior reinforcement. Positive behavior reinforcement is used to increase adaptive behavior and decrease maladaptive behavior. The cognitive theory learning theory is used to determine what concepts or skills the students are using from the restorative justice training. The cognitive theory is based on what is observable and controllable as well as what occurs inside the mind—how we think, process information, remember and forget information, and acquire and use language to communicate (Morrison, 2013).The concepts learned in the restorative justice initiative will manifest in day to day interaction as well as conflict resolution.
If the concepts are put into practice student will treat each other in a respectful manner, students will be accepting of peers with physical and cultural
