States decide their own laws for gun control. Alabama, an open carry state, has some of the most lenient laws and still competently covers the basics, including violent felons, diagnosed mental illness and affirmed cases of regular drug or alcohol abuse. These factors represent a large percentage of the reasons firearms elicit fear, so yes this portion of the population should not be given a permit to carry a weapon.
