Slavery was abolished when the thirteenth amendment was ratified in 1865. The first section of the Amendment declares: “Neither slavery nor involuntary servitude, except as a punishment for crime where the party should have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.” ("Seventh Amendment Abolition of Slavery."). Polled taxes were abolished when the twenty-fourth amendment was ratified in 1964. Along with literacy tests and durational residency requirements, poll taxes were used to keep low-income (primarily African American) citizens from participating in elections.
