The Missouri Compromise in March 3, 1820 passed which allowed Missouri to be a slave state and Maine became a free state. The Wilmot Proviso was designed to eliminate slavery. The President then (James K. Polk) thought after the Mexican war began the appropriation of $2 million dollars was part of a bill to negotiate the terms of a treaty. The Congress got the slavery issue under control and California entered the Union as a free nonslavery state by the Compromise in 1850.
