Ally accepts Creedy’s deal and becomes a more powerful force in national politics. He uses this as an opportunity to get rid of some criminal rivals. One of his rivals is Gordon, who had also coincidentally taken in Evey after V abandoned her. One day just as Evey’s relationship with Gordon became romantic, Ally kills Gordon.

Susan the supreme leader of England becomes totally entranced by the supercomputer, barely participating in any governing. His furthering incompetence allows for members of the upper party to scheme against him. Two factions appear, one favoring Creedy, another favoring Heyer, who in actuality is controlled by his wife.
As a part of the scheme to bring Susan's downfall, Creedy tries to convince Susan to go out in public where he can be assassinated. Susan eventually agrees to go out when V reveals that he had controlled the government’s action for the past year through the supercomputer, Fate. During Susan’s parade through London he greeted by cheering crowds who are actually being forced to cheer by the threat of death. In his car he begins to contemplate and starts to think that should actually care for his people more.
As Susan comes to realize that he should treat his citizens better, Rose Almond appears from the crowd and goes towards Susan. Susan extends his hand out, but Rose shoots him in the head killing him immediately.
With the supreme leader dead, Creedy tries to assume control. Backroom politics begin immediately. Heyer’s wife convinces mob boss Ally Harper to betray Creedy, which he agrees to do in exchange for an affair. V knows all of this and set in action a plan that eventually leads to all of the leading faction members
