Access to a patient’s health medical record can improve the quality of care a patient receives. Past, present and future health records ensure that vital information is present while providing care for these patients. Electronic health records offer many benefits, although there are issues with this easy to access records. This paper will discuss the Electronic Health Record mandate and the goals that may be able to achieve with the mandate in effect; How the Affordable Care Act tie’s into the mandate, and my facility’s Electronic Health Record. Meaningful use and the threats to patient confidentiality that this mandates brings with also be up for discussion.

This Executive Order is the foundation for the implementation of the Electronic Health Record. This EMR allows patient’s health records to be accessed electronically by many facilities, or by the patient themselves. The goals of this mandate is to have patient focused health care and population health. Allowing facilities to convert to EMR, while patient’s information remains private and secure is one of many objectives in these goals. Other objectives include permitting the healthcare information to support the patients’ needs, promote nationwide compliance and to recognize priority’s needed to accelerate the advancement of health technology. Authorizing providers access to patient’s chart and decreasing paper waste are two ways that the Affordable Care Act tie in to the mandate by access to Electronic Health Records.
Student’s Facility’s Plan
Department of Health and Human Services, 2008 states there are six steps to implement Electronic Health Records into your facility. First practice readiness needs to be accessed, after this an approach must be planned. Next the correct EMR will be selected. My facility has followed these six steps and continuity works to make improvements. Licking Memorial Hospital is recognized in top 5.9 percent of U.S. hospitals for its development of electronic medical records. LMH has reached stage 6 of its HIMSS EMR Adoption ModelSM; this has been possible by advancement our information technology capabilities, paperless medical records across numerous in patient care settings, and uses the data to improve patient care (LMHS Public Relations Department, 2012, May/June).
Discussion of Meaningful Use
Meaningful Use is a government program used to promote the use of electronic health records around the country (Siddiqui, Nagy, Bonekamp, Dreyer 2014). The goals of these objectives are to improve quality, safety and efficiency of patient care, engage patients and families, improve the coordination of care, ensure adequate privacy and security for personal health information and to improve population and public health(LMHS Public Relations Department, 2012, May/June). Licking Memorial Hospital has been able to use their EMR technology to meet the Meaningful Use requirement. Reaching stage 6 of HIMSS EMR Adoption ModelSM has enabled us to use our advancements such as biometric fingerprint authentication to obtain these requirements.
