Alcohol was a severe problem in the early years of the United States. The Founding Fathers were concerned about the effects of excessive drinking on society. "Neighbors complained about the lowlifes the tavern brought to their street, as well as the noise from raucous singing, shouting, cursing, jesting, drumming, fiddling, and dancing." (pg.10) The Founding Fathers believed that alcohol abuse could lead to moral decadence and social disorder.

To address the problem of excessive alcohol consumption, the Founding Fathers took several steps. One of the Founding Fathers' main actions was the introduction of an excise tax on alcohol.
