First, the health status of the community is assessed and monitored in order to identify any concerns or needs. When concerns are raised they are investigated and the community is informed and empowered in order to deal with these issues. Community partnerships are mobilized in order to help identify and solve these issues. Policies and laws are developed that enable health efforts along with laws and regulations to protect health and safety. Another essential service is helping to connect the people to the healthcare that they need and ensure that everyone is provided with healthcare which may not otherwise be available. In addition to assuring that people have access to healthcare, public health also ensures that the healthcare being provided is effective and performed by competent health care providers. In spite of all the measures taken to promote dental health care there are still many challenges to reaching the entire community. Many people do not have access to dental care, there is a lack dental healthcare providers, and the persistence of dental care remaining in the private sector and failing to reach the entire population. Additional concerns with the dental care delivery system are the unmet dental needs of an aging population and the disparities in dental care for people of different socioeconomic statuses. The dental care delivery system is constantly undergoing change and revision as new problems and concerns are identified. For instance, due to the shortage of dentists in the United States of America, there have been changes in the dental workforce to counteract this. The Alaska Dental Health Therapist and the Advanced Dental Hygiene Practitioner are positions that were created in an attempt to strengthen the dental workforce. These changes have been met with resistance due to concern regarding the effectiveness and quality of the care rendered by these providers. Funding is always an issue when it comes to the dental care delivery system.
